Purpose
The Stichting voor Open Contracting (SvOC) works to strengthen open contracting in Europe by supporting systemic reforms for fair and effective public procurement. SvOC brings governments, businesses, and citizens together to ensure that public money is spent openly, fairly, and effectively—so that everyone can access the public goods, works, and services they need. SvOC supports reforms across Europe, including in Ukraine, Moldova, and the Balkans.
Policy Plan
SvOC pursues its objectives by partnering with governments, businesses, and civil society to promote open contracting reforms across Europe. Activities include supporting the implementation of open contracting data standards, providing technical assistance and capacity building, and advocating for transparent procurement at the European level. SvOC raises funds through grants from foundations, governments, and other institutional donors, and manages these funds in accordance with its financial policies and procedures.

Payment Policy
Board members do not receive compensation for their work. They are entitled to reimbursement of expenses incurred in the performance of their duties.
SvOC does not employ staff directly.
Management, domiciliation, corporate secretarial, accounting, and bookkeeping services are provided by JTC Institutional Services Netherlands B.V.
Activities Report
SvOC was registered on 28 January 2026 with the Dutch Chamber of Commerce and held its inaugural board meeting on 20 March 2026. A full activities report will be published after the first year of operations.
Financial Statement
The first financial statement will be published within six months of the end of the 2026 financial year.
